My biased, personal opinion:
I of course feel bad for those who are or will be layed off
But it's true there are too many layers from bottom to top - from my experience middle ones flip things around when good projects are proposed from the bottom, being the obstacle sometimes
Doesn't mean shortage of staff is good - instead of tall organisation, more flat organisation is great
So please don't just cut numbers, if I would advise to properly reallocate resources - simply cutting significant numbers is quick but I think is lazy management, and there will be consequences in employee satisfaction and loss of top talent who could have given the company the new innovation.
